Victoria Fernández Áñez is an architect, urban planner and researcher specialized in Sustainability and Smart and Digital Cities. She is currently teaching and developing research works at Rey Juan Carlos University. From 2019 to 2026 she developed the Mixed-Use Developments area at IDOM, where she leaded Urban Innovation strategies and is specialized in the development of Innovation Districts. She holds a PhD in Sustainability and Urban Regeneration, with the thesis "Smart Cities: Implementation vs. discourses". She is focused on assessment of Smart City projects and strategies though a holistic approach, as well as conceptual and governance frameworks. Her work was focused on Smart Cities in Europe and in the Mediterranean Region with the European Investment Bank. Her research has brought her to different stays in Vienna (TU Wien), Milan (Politecnico di Milano) and Barcelona (Universitat Politècnica de Catalunya). She has developed field work that has allowed her to stay in contact with a wide range of stakeholders (municipality deputy majors and directors, Innovation directors at private companies, researchers and civil society). She also holds a Master in Sustainable and Environmental Architecture, and a Master in Urban Planning.
 
She has been working as a researcher in the Urban Planning Department of Universidad Politécnica de Madrid since 2011. She has focused on topics like Urban Sustainability, Urban Microclimate and Public Spaces and Urban Regeneration in Cities. From 2014 to 2017 she worked in the Transport Research Centre of UPM. As a result of her research, she has writen several articles and participated in multiple national and international conferences in Europe, North Africa and Asia, even coordinating some publications. Victoria has a strong interest in knowledge dissemination and teaching. She has collaborated as a professor in the Architecture School in the subject ¿City and Urban Planning¿ in ETSAM and in national and international workshops. At the beginning of her carreer, she also worked as a translator and editor for UN Habitat Best Practices for the Habitat online library Bank and was founder and editor of ¿ecococos¿ blog, focusing on sustainability.
