Presentación

  • From September 2022 until June 2025 acting as Seconded National Expert at Frontex (European Border and Coast Guard Agency) in the Research and Innovation Unit as Research Expert. 

    Member of the Working Group (EU AI Office) that authored the inaugural General-purpose AI Code of Practice.

    Certified Data Protection Officer from the European Centre on Privacy and Cybersecurity (ECPC) at Maastricht University. 
    AI Trust and Privacy Compliance Officer Certification from the European Centre on Privacy and Cybersecurity, Maastricht University.

    Graduated in Physics (electronics specialization) from the University of Salamanca (1990). PhD in Physics (electronics specialization) from the Polytechnic University of Madrid (2004) awarded with a extraordinary prize as one of the best PhD thesis.

    Research interest includes Artificial Intelligence and biometrics. He holds two patents in these fields, one licensed by FaceOn Systems company, and the other is an international PCT patent. He has presented more than 50 publications in high-impact journals and international conferences. He has collaborated with the Spanish National Police as an expert in the biometric evaluation of automated and manual border control systems. He has participated in 16 competitive research projects, both national and European. He has been coordinator of the FRAV research group at the Rey Juan Carlos University (awarded as "high performance research group").  

    His teaching experience has focused on the area of Computer Architecture and Technology, both undergraduate and graduate levels. He has supervised several doctoral theses. 

    He is an expert member of various standardization committees, both national (AENOR), European (CEN) and international (ISO). He has been an editor of a European technical specification and co-editor of another, both related to biometrics at border crossings.  He is a reviewer of national and international project proposals (H2020, Italian, Chilean and Mexican research agencies) and is a reviewer of international projects (H2020). He is a reviewer in several high-impact journals on biometrics, artificial vision and pattern recognition.

    He has been Head of Department, Member of the Board of Governors and Senate, Secretary and Deputy Director of Syllabus at the Higher Technical School of Computer Engineering at the URJC.
